According to my master, it is a name for someone who has proven their loyalty time and time again for their god. From what I've gathered, they have no real purpose or authority. It is more a title and showing that this person has a god's favour.
If the gods are smart and know strategy, they would not put them as conduits. Although they have more powers than most and are more difficult to kill, placing them as conduits when they are known members makes them very vulnerable. The names of all three priests for both fog and fourth are known to everyone. Likely they're scapegoats letting the real culprits go unseen.
Though that's just a theory.
When death is considered trivial by the general public, there's no reason for a conduit to give themselves up. Someone with this sort of warping power would be loyal to the god, and not likely give up the game. You may get their friends stepping in, but honestly, I doubt it.
