[Even though Tsukikage doesn't take a lot of time grooming, he does take care of his hair. It's not silky but the long, dark blue strands are healthy. It's nice getting headscritches though, and while that doesn't really do anything for Tsukikage sexually, it is a nice feeling nonetheless.
