I do think he means uncle in terms of respect and family closeness, and not actually being brothers.

It's a very special spot in his heart and even after he sends it, Tsukikage finds himself biting his mandibles. Besides Reira, Tsukikage can't even entertain the thought of the very namesake being taken up by someone else. It's always got to be the sun's shadow...]

There's a possibility it's neither and Tsukikage is sort of thinking in that direction) but he doesn't question further. It's not necessary at the moment.]
